On Framework 3.0, the company says it is the new managed code programming model for windows. It combines the power of the .NET Framework 2.0 with new technologies for building applications that have visually compelling user experiences, seamless communication across technology boundaries, and the ability to support a wide range of business processes.

.Net Framework 3.0 consists of
  1. .Net Framework 2.0,
  2. WCF (Windows Communication Foundation),
  3. WPF (Windows Presentation Foundation),
  4. WF (Windows Workflow), and
  5. InfoCard—now known as WCS (Windows CardSpace) as part of the renaming scheme.

A wonderfull information as FAQs on DOT NET FRAMEWORK 3.0 is available on a blog

By the way, the codename Orcas is, like Whidbey, a reference to an island in Puget Sound, Orcas Island. The successor to Visual Studio 2008 is codenamed Hawaii!!
